There is no wait time to give karma to *another* member. The wait time is only for giving karma to the *same* member which makes sense to me. That means you are not allowed to applaud or smite the *same* member x times within a short time.

i meant another member like saying, one person wanted to give another a + everytime they read something they started and enjoyed it

If members are allowed to applaud or smite the same person permanently then stupid people will dominate the karma points to much causing them not to be representative any longer. Understand what I mean? Somebody who has a revengive character will permanently assign negative points, somebidy with a more positive character will once give a negative point. So the Karma point will rather reflect the character of the people who assign Kama points or the time they spend in the forum and much less reflect the quality of the member that was rated. Which is not the sense of Karma.

Understand? I mean think it well over before you reduce the Karma waiting time in your forums.
