Ip doesn’t work?

I was wandering if there is a way to stop any one user from reregistering at my board I have tried banning his IP,user and email but that doesn't work he just reregisters with a different name and courses havoc on my board

First and most importantly, upgrade to YaBB SE 1.5.2.

Second, it's hard to ban a user by IP since most IPs are dynamic. (changing.)  You might try banning a range of IPs, as in 1.2.3.* or 1.2.*.
