I'm trying to install SE on an XIMINC account (recently purchased), and put the self-install files in a yabbse folder in the main folder.  When I try to access the install.php program, it won't come up.  

Does anyone know what the problem is?

Could you give a link to your hosting provider?  They may not support PHP.... :/.

I'd already checked that and, if I found the right XIMINC, they do:

Yeah, that's the right Ximinc, and they have all the things needed to host an SE board.

I've installed SE boards before, but I'm hitting a snag here and can't figure out why.

Guys, nevermind but thanks anyway.  I figured out what the problem was, and it wasn't particulary a YaBB one.

I'll tell what I did for anyone else who ever gets a Ximinc account and can't install: Put your YaBB SE forum in the public_html folder.  For some reason, if its not in that folder, it won't let you view the install file.

Once I got that done, I saw the install file and the board was up in five minutes.  The people who wrote the script for SE are geniuses...it is amazingly easy to install.

That's because public_html (or httpdocs on some web hosts/servers) is the web root - Anything outside of that directory can never be viewed via the web. It's not specific to this particular web host in any way - Most web hosts have a particular directory where everything must go (usually either httpdocs or public_html).
