Check the Mods folder under DEVELOPMENT.  This question belongs in there, anyways.  :)

Actually, I moved it here.  It belongs here.

Look in Completed Mods or Mod Writing/Package Creation.  There are numerous stickies.

There are also topics on this in the FAQ board... they're everywhere!
