I have secured webspace with a new host to ensure my visitors  a more reliable service.  What is the best way to move my forum without losing the MSQL database?

Normally your hoster provides you a link to phpmyadmin, for example via cpanel or some similar program. Ask your hoster or read his FAQ pages...

What I did for a complete transfer of the forum.
1)Using FTP and the old safe mode install instructions for a guide I transfered all the files and folders over to the new site by recommended ascii or binary format.
2) using phpmyadmin (www. domain name/phpmyadmin)
I saved a backup.sql of the MySql database.
3) With info from my new host I updated Settings.php with the new absolute root directory for PHP operations.
4) the restore operation for phpmyadmin would not work no matter what I tried.  So using the restore-script.txt and the tut instructions for proper ftp upload
the database came back instantly.

I thank you for the info and thought it only fair to sum up what I had accomplished.
