how does it work

I want to writie a board level notification mod, so that you can get emails from an entire board that you can subscribe to.

Now I thought to use the "announcement-board" code and modify that a bit.

I thought instead of setting an board in the isAnnouncement column to 1 I set it to 2.

So far so good. But I don't understand how the " notifyAnnouncements" works.
- is an email sent every time somebody posts in that forum?
- can only moderators posts there?

Only global moderators and administrators can post.

Yes, an email is sent if that option is on.
