Active X error

I've got this weird problem that, at this point, only seems to affect visitors from Russia.

WHen opening a topic they get this error:

Quoteyour current security settings prohibit running activex controls on this page. as a result, the page may not display correctly.

It seems local but none of the users has changed their (security) settings and had no problems before...

Does anyone have any idea???

Someone put a flash thing there, and the user disabled it.

Ehh? That doesn't explain why only Russian users have trouble with it and the rest of the world isn't effected by this...

Could you be more specific??
