Is there a way I can restrict certain boards to certain members so that only they can look, access, or know about it? For 1.5.1. ???

Put those members in their own group. Create a new Board Category and restrict it to that group. Create the restricted forums in that category and only you, GMs and those members can access it, or even see it.

is there anyway where admin's can have there own place where not even global mod's will be able to view it?

Yes, David, there is a mod for this and it's called the Allowed User Mod.  This mod is available in the Completed Mods Board.
