Advanced Announcement mod?

I noticed that Announcement board mod is now part of SE, which is great. But I'd like to have more control than that.

On YG1 there was an "Advanced Announcement" mod that would allow you to select guest and member permissions separately on each board. You could select whether they could post, reply and/or just view.

Has anyone done anything similar for SE yet? Thanks! :)
