So the theme will basically be a bunch of settings, whilst the skin/template controls what is done with the selected components? Sounds good :)

Yes - settings like those in the board settings page (messages per page / inline links / images or text links etc.)

The skin will control what images/colors/positioning all the items take. (You may want a nav bar at the bottom as well - something in green etc).

now that I think about it, skins are usually used to change the entire look of a program (yse2).  Themes just change the way that it looks with it's current layout.  A skin could be a mod or something.

Themes control images and colors
Skins control layout and themes.

For such small changes I would just keep them as one thing and calls them "Skins"

The thing to remember is that admins might want to force a theme upon users, so that has to be separate.

well.. if it is a skin, you dont HAVE to change the look of it.  Just the colors.

Like if it were a dump, you would just change 1 piece (cell)
