I hope this is the right place to post this.  Say you have two blank categories, well currently they sit on top of each other which doesn't look all that good.  Why not have something like if there was boards there but it just says "No Boards in Current Category" or something along those lines, which can also be turned on or off.

Well say you have the category waiting to be filled with boards, but you don't know what to call the boards, so you just leave the category blank until you can come up with something.

Eg. http://www.nextux.net/forum/

This may sound like a silly suggestion, but why don't you
make the category only visible to admins until you pick some boards to put in it?
