Need help. How can I do the layout of this site?

Hi. I am a newbie. I want to make my site like this site. The forum on the middle/right and on the left side a menu like the one here. How do have to edit template?

Tables.  They can be a best friend if you know how to use them right  ;)

It's just a common html code, you just need to edit in the template.
