cant Register on yabb.info

Why can't I register here on www.yabb.info ?

I keep getting

If u mean register your YaBB SE install, you need to put your forum username and password in.

No, I haven't install YABB SE as YET.( still have install problems )
I meant register to be a yabb.info community member, where I can post, receive PM and all the other goodies that comes with membership
