Although I'm not sure whether Karma is a package or whatnot, I'll stick my suggestion here.  I think that once a topic is locked, that the karma buttons should disappear.  Granted, you can really vote at any time (within the 24 hr thingy), but this would keep users from smiting over flames. :)
