Yes that seems to be a pain.  In fact, I am pretty sure that we have that listed as a bug somewhere as some people were having the same problem.  Let me take a look through the forums...

For now you can log into your mySQL database and in the settings table, just add a 1 for the mods you want to turn on.  It should at least allow them to work for you :)

Where do I go to do this? Settings.php?  Is that the file?

No, you'd have to login to phpmyadmin or your command line.  You actually have to edit an entry in the database.

I sure hope you guys get those bugs fixed soon.  I am so disappointed that I could not release the new version to all my users.  So close yet so far.   :'(

Did that!  Mods stick now but I still have a problem with Polls not posting correctly.  They will work fine if I use short lines but if I add more than couple words per line it doesn't appear, only the post and no poll.

Any thoughts?
