Only admin can change user avatars

hi

what code do i have to alter when i only want the admin to see (and change) the pics in the avatar list. a normal user should not be able to change it himself. the "i have my own pic" thing should also be away.

i dont know much about php.... the only thing i know so far is, it must be in profile.php and there at this "if ($allowpics)........" somewhere i have to add "if ($settings[7] == 'Administrator')", but i dont know where, all my tries failed :(

i hope someone can help me
