Banned isp can still register

Problem Description:
I can't find previous mention of this in a search but I have a couple of serial pests on my board.

I have banned their isp address as suggested and also with .*** as the last three numbers.

I ban their username and e-mail but they just use new ones and can still register using the isp that is in the banned list.

Firstly is their any way to ban isp's permanantly.  It's exactly the same number registered each time.

Secondly is there any way to prevent them reading the board at all?

Seeing it's a week since I posted this I'm bringing it to the top hoping someone can help me.

I have a very real problem with a psyco who is virtually stalking me.  He has even made a site devoted to bagging me which I can give the address of if anyone needs proof this idiot is for real.

He keeps registering in different names  but always using exactly the same isp address which is in the banned list.  He does the same with my chat room.  He is very rude and abusive.

Does anyone have any ideas how I can stop him registering? He can't use the e-mail address and names I have in the banned section but he still uses the isp's that are there.

Can there be a ban on hotmail and yahoo accts registering?  If so would that affect people who have already registered with those kind of accounts?

I recommend you draft a few strongly worded letters to these email addresses:

[email protected]
[email protected]
[email protected]

Because these are the emails for the abuse departments of his ISP(S).

If you are banning both sets of IPs, it should not allow him to access your forum.  If you want, I can write something special just for this person however.

I'll PM you a copy of the numbers in my banned list in case I have something wrong there.
 
He still registers new names using the numbers in the banned list.

He's had 2 previous sites closed down because of people reporting his abuse to ProBoards so I doubt whether a complaint will stop his behaviour.

I'd prefer just to keep him from my board if it's at all possible.

Right now there can't.  I recommend you look into upgrading to SMF (cautiously because it IS a beta) because it can do that.

I wouldn't think it would be all that difficult to keep people with Yahoo and Hotmail addresses from registering. Just put some code in register.php that checks to see if "hotmail" or "yahoo" are in the email address, then give them an error if it is. You'd also have to modify profile.php to keep people from being able to change their email address to a hotmail or yahoo address after they register.

I've contacted Netfirms to ask if they support SMF and their reply follows.

Do you know the system requirements for SMF?  We will need to know these before
we can give you a definite answer as to whether this is supported.

The essential requirements are pretty the much the same as for YaBB SE. There's documentation with more detailed information and recommendations in preparation for the public beta, but I'd expect any host that can support YSE 1.5.5 to be able to support SMF.

I went to the SMF site but can't find how to upgrade from my board to the SMF and there is nothing in the download section.  Is it available yet?

(I replied on this board because it's where the upgrade suggestion was made.  Would it be better posted on the SMF site?)

SMF isn't public yet, although it should be pretty soon.

But Charter members get access to it before everyone else, so if you buy a charter membership you can get SMF before the public does.

I just read about the charter members and intend to sign up.
Am happy to pay a donation for the wonderful service you guys provide anyway but the installation and upgrade help really appeals to me considering my total lack of computer nous.
