it would be possible I to block the forum of a way that the administrator only can it registers members! or be! only that me (the admin) I choose who can or not to have access to the forum type the guy passes me then the user and the alone email I register him! and can he only access like this and possible?

This isn't the right board to post this kind of question.  This is for portal discussion.

Anyway, you will want to look for the Application Mod by Spaceman Spiff.  Use the search option if you can't find it.
